EMERGENCY MANAGEMENT

The Emergency Management Program provides the necessary policy guidance, organizational structure, mitigation strategies, and responsibilities to establish an all-hazards approach to Emergency Management. Emergency Management provides the framework for Navy interaction with Federal, local and other service organizations.

ATHOC

AtHoc is the primary emergency-mass-notification system used by Naval Base Guam. 

  • The system provides the most reliable means for notifying the majority of NBG's personnel of an emergency situation in the shortest time. 

  • It is the one-stop-shop for recall rosters and an automated contact system. It provides automated contact and muster reports on personnel contacted. 

  • Allows the option of adding family members on the data base.

  • Notifies personnel by connecting to recall devices/numbers that personnel have loaded into the system. 

  • All unit recall rosters are built into AtHoc, including all contact devices for all personnel accountable to the Commander under emergency situations. Unit AtHoc Operators can print Recall Rosters from within AtHoc.

  • ​Family members’ contact devices are loaded into the system on a voluntary basis.

  • Within moments, CDOs, Security Watch Commanders, or the EMO can log into AtHoc to publish an emergency notification.

  • Once a notification is published via AtHoc, AtHoc immediately starts contacting all phones (cell, work, home), text devices, email accounts (work, home, cell phone), pagers, and fax machines that members have entered into the system.  In addition, AtHoc sends Computer Desktops Notifications to all One-Net users on line.  AtHoc can contact each member’s devices simultaneously or in sequence, depending on how scenarios are set up in AtHoc.

NBG EMERGENCY MANAGEMENT COMPUTER DESKTOP NOTIFICATION SYSTEM (CDNS) - ATHOC REGISTRATION FOR NON-ONENET USERS

Computer Desktop Notification System, or CDNS, is used by shore commands to provide simultaneous emergency notifications to OneNet computer desktops, as well as home, work and mobile email and telephones. Registering gives the Naval Base Guam Emergency Mass Notification and Warning System permission to send notices to requesting personnel and authorized dependents.

TYPHOONS

Guam lies in the path of typhoons and it is common for the island to be threatened by tropical depressions and storms, and occasional typhoons during the wet season. The highest risk of typhoons is from August through November. They can, however, occur year-round. Have a plan. Gather your supplies. Communicate with your family. If you're waiting for a storm to arrive, you're waiting too long.
