The following is a transcript from the Naval Base Guam Town Hall held on April 17. Questions and answers (Q&A) provided have been updated for clarity, brevity, and following further review of the respective Installation Program Director (IPD)/Subject Matter Expert (SME). This page will be updated regularly . This page was updated on Sept. 20, 2024.
Q.) Can we increase the back gate hours Monday –Friday?
A.) Back gate hours were recently increased. We will continue to evaluate our current manpower and manning to see if installation Security Forces can increase back gate hours even further.
UPDATE: Following the increase in back gate hours several months ago, NBG Security continued to monitor use of the back gate and determined there is not an increased demand for back gate use to justify additional manpower expenditure.
Q.) To increase the quality of life, are we going to get more restaurants and eating options?
A.) We’re starting at the Navy Exchange food court first. We’ll have Raising Canes by end of July. The contractor will turn the space over to Raising Canes beginning of May, and they will have 90-120 days to complete their build out and open. Unfortunately, some other vendors pulled out (of the white boxes) so we’re trying to work with other food service industry providers that may be able to go in there. The other place I want to mention is Sumay, there were some questions about the Marina and Sumay. It’s one of my favorite places on the installation, and there is discussion of either trying to expand hours there or even trying to push that away from an MWR food service to an NEX-provided food service. So there’s work going on along those lines. Everyone wants to know when this will be done, and I don’t have that, but I know those discussions are happening.
UPDATE: NEX - Raising Canes construction began in June. Estimated completion date is October 18, 2024. In September, NEX Guam increased the food truck presence throughout NBG installations to include placing food trucks at the Visitor Control Center, Cmdr. William C. McCool Elementary/Middle School, Joint Region Marianas, the Laundromat, Apra Housing, and Apra Mini Mart. Food truck options include Tacos Yo, Mama Bugs, Shave It, A&L Foods, and Sticky Fingers. NEX is working on having additional food truck options to include funnel cakes and burgers by mid-October. MWR - To add some variety to the menu, TNT has created/implemented a specialty menu for Monday, Tuesday, and Wednesday evenings at 5 p.m., Mondays are Flat Bread Pizza Night, Tuesday is Taco Night, and Wednesday is Wing Night. Every 3rd Sunday, TNT hosts Waffle Brunch. Additionally, MWR has increased the frequency of Steak Night and Mongolian Night, from every other month to once a month as it was very popular with customers. On Oct. 1, the revised menu will go live. Changes include a few price increases, some new additions, and some items were removed, as they were not selling. The revised menu is currently under review by the CNIC Nutritionist for review, and will undergo design by JRM Marketing before the live date.
Q.) Do we know when the Mini Mart is closing down on Apra? Will it have a temporary facility to take its place?
A.) The timeline to close the Apra Mini-Mart is pushing right, likely into Fiscal Year 25 (October or later). We evaluated the cost of a temporary facility, space available to provide a temp facility, as well as how much goods it could provide. This evaluation revealed that a temp facility isn’t a reasonable option. Unfortunately, it will be inconvenient whenever the Mini Mart renovation happens.
UPDATE: Apra View NEX project contract was awarded on June 7, 2024. At this time, the project is pending the design phase before beginning construction. On-site construction is not anticipated until closer to the end of the year and is expected to take a full year for the entire renovation.
Q.) The three playgrounds are being done over but what about other playgrounds?
A.) The playgrounds not getting full renovation will have repairs completed to the portion of the playground necessitating its closure. This timeline should follow along with the timeline of the three playgrounds being fully renovated, i.e., with work continuing into the summer and complete by mid-December. We will be monitoring contractor performance on playgrounds repairs closely, since this is a major qualify of life issue.
PWO UPDATE: New water fountains and benches have arrived on island and are currently being installed. Playground equipment arrived on island in July. Playground Equipment project is estimated to be completed by 30 Nov 2024. Playground equipment is being installed under the following timeline:

North Tipalao - Valencia Street: 3 Sept 2024.

Harbor View - Breakwater Street: Playground equipment installation start 15 Oct 2024.

Lockwood - McMillen Drive: Playground equipment installation start 24 Sep 2024. The surfacing for each playground will take place once all equipment is installed.
Surfacing will need 15 to 20 days to be installed. Playground final inspection and acceptance on track for 30 Nov 2024.
Q.) During the last typhoon, I lost several shutters to my home along with several other families, I was told that they would be repaired in November. I received the bulletin that they will be repaired in a few weeks. My questions is - does the housing office have a supply of extra shutters on hand if this happens again? Or will they have the supplies/wood big enough to cover the windows at my home?
A.) The equipment to support the shutter repairs has arrived and work has commenced. To answer the second part of your question, if we get to a point to where there’s a typhoon coming and shutter repairs are not complete, housing maintenance will board up wherever there may be shutters missing and they have the equipment on hand to do that.
Q.) Are they ordering extra shutters?
A.) No. Housing prioritized replacement of damaged storm shutters and upgrading lanai rollups to accordion type shutters. This budget does not support overstock of storm shutters.
Q.) I know that the vet is closed permanently, is there a reason why it can’t be moved to a facility that isn’t damaged?
A.) The Boller Veterinary Treatment Facility (VTF) will remain temporarily closed tentatively until the end of July 2024. The temporary closure of Boller VTF was due to the HVAC renovations, resulting from damage caused by Typhoon Mawar. Due to the renovations, all Boller VTF operations were moved to Andersen VTF. While those renovations are scheduled to be completed in April, there will be unexpected early departure of two of the three in Army military veterinarians that work between Boller and Andersen VTF's in the beginning of May. To maximize personnel resources, veterinary services will remain at Andersen VTF, which is structurally and fully operational. An additional veterinarian is expected to arrive in August 2024 which is when we anticipate reopening of the Boller VTF. As our staffing situation changes, Boller VTF may open sooner. We appreciate everyone's patience as we navigate the building limitations and staffing shortage while continuing to provide access to care.
UPDATE: Boller Veterinary Treatment Facility (VTF) at Naval Base Guam is now re-open for veterinary appointments, prescription refills, and over the counter sales. The facility is still under reduced appointment availability due to continued veterinarian staffing shortage that will extend through the end of September. Currently, the veterinarian's schedule is to split appointments between Andersen VTF and Boller VTF. At this time, all surgical procedures are still directed to Andersen VTF, based on availability. Boller VTF is working to fully restock all medications. Prescription refills and purchases along with on-base registration can now be made at Boller VTF. In the event of a Military Working Dog emergency, appointments may require rescheduling.
Q.) Is there a reason why we’re not telling people they can buy houses out in town?
A.) No, it’s hard to give a general answer to specific circumstances. Anyone who arrives on island and submits an exception to housing policy gets a thorough review. The request is reviewed by a housing review panel; the housing office, CMC, and XO, and their recommendation goes to me. Typically, those decisions are unanimous. Exception to policy is granted if hardship identified, and sometimes it’s hard to differentiate between hardship and convenience. I ask and encourage those requesting an exception to policy to be very clear and specific about what the hardship may be if requesting an exception.
Q.) Are they (Sailors) being told at AOB? (in reference to above question)
A.) Yes, but we will further clarify this at AOB since it is a lot of information received in a short period of time.
Q.) If we are at the 90 percent occupancy then why are people waiting on 2-3 bedrooms instead of putting them into 3 bedrooms?
A.) I know that today, if you qualify and you’re waiting on a 2-3 bedroom house you’re in because we have houses available. The 4 bedrooms are full and you will wait. I want more people in houses, especially 2-3 bedroom houses – the goal is to get occupancy up.
Q.) Why aren’t we putting people who need barracks into 2 bedrooms instead of putting E-4s out in town?
A.) Unaccompanied Housing on main base is nearly full. There will be additional barracks coming online in Camp Covington by the end of the month. In Apra Palms there are a few unaccompanied housing rooms available. There’s really no need today to move them into family housing units.
Q.) Geo bachelors staying in Apra Palms (in reference to previous question).
A. Geobachelors have been staying in Apra Palms. My goal is to continue to use Apra Palms for unaccompanied housing and never have to use it for family housing again. Meanwhile, there are a variety of housing studies being conducted to help inform planning for future family and unaccompanied housing.
Q.) Are you able to expand more on the Community Center and who can use the service?
A.) There’s a Standard Operating Procedure in development that will be signed out shortly to help define community center use. It will be open to various organizations or families to use. There will be a small use fee for general cleaning and cleaning supplies.
Q.) How do we contact NAVPTO?
A.) The CPPAs are responsible for all cases submitted in Salesforce. They should be able to access Salesforce anytime and utilize the feed anytime when the service member has a concern or inquiry. There is a purpose for CPPAs. If they cannot get assistance from their CPPAs, they should discuss this with their CoC. The CPPA should be addressing any concerns a service member may have. This can be communicated directly to the NAVPTO handling the case, via feed of the Salesforce case. You can call Transportation Management Company (TMC) or Scheduled Air Transportation Office (SATO) at 1-855-744-4656 choose option 3 and then option 2.
Q.) How do we contact SATO?

Q.) What the information on pets? How is information from Patriots Express filtered down to command families?
A.) Two pets per family on a first come first serve basis. Flights fill up fast. We’ve recently had discussions with AMC and they want to communicate better, so they’ve agreed to provide us with more information to publish onto our Facebook page.
UPDATE FOR NAVPTO: The global director of NAVPTO hosted weekly PCS travel training workshops throughout the month of July. Regional Support Center Guam sent out information about the trainings to all commands and CPPAs and asked them to share with their ombudsman networks and wider community via social media. It was also advertised across the Navy by MyNavyHR and MyNavyCareerCenter social media pages. RSC Guam will share future trainings through command leadership, command ombudsmen, and the NBG Facebook page.
Q.) If the goal is occupancy, then why you don’t let the civilians live on base?
A.) Military housing is primarily for military use and with anticipated growth will be full. Following the summer PCS season we will re-evaluate housing policies to determine if changes are warranted, to include the possibility of civilian occupancy.
Q.) Will the Girl and Boy Scouts get a dedicated house?
A.) The answer is maybe. I need to look into it more. The community center, chapel and movie theater are available. I just want to have the discussion to understand if there’s something a house gives you that other venues can’t give you. Recommend Girl/Boy Scouts submit their request, if desired, so we can formally work through the adjudication process.
UPDATE: The request has been submitted to the Commanding Officer and is currently under review.
Q.) With PCS costs being so expensive for example shipping a second car or buying a new one, is there anything in place to help with these cost?
A.) The request has been conveyed up the chain of command, and is subject to OSD approval.
Q.) Can base housing get pet waste bags near trash?
A.) The trash bins are provided in common areas such as dog parks, playgrounds, pavilions and court areas for residents to dispose their trash to include pet waste. The current HOMS/COMS contract does not provide individual waste bags. According to the NBG Family Housing Pet Policy, Section 4, 2g: Pet owners are responsible for immediate removal of excrement in all public places on board
NBG. This policy is provided to all residents during housing check-in inspection.
Q.) What are we doing to improve access to health care? What is being done to hire and fill gaps in healthcare?
A.) It’s an issue we recognize, unfortunately we can’t get immediate relief, but this summer we’re getting some more help. This year we were faced with an unplanned loss for several of our medical providers for various reasons. Unfortunately, when that occurred we weren’t able to get one-for-one replacements immediately. There is relief coming this summer. It’s going to be tough, because we are extremely short staffed but we are leveraging every single resource that we have to ensure that we can maintain access and take care of all our personnel. There are a lot of replacements coming and so we hope to expand access and certainly throughout the summer have more options available. We are also looking to leverage Telehealth, and with the shift to the new health record that’s going to make that a lot more accessible.
Q.) I submitted a Sumay Cove ICE report but got no feedback whatsoever what’s going on with that? Are we going to see Sumay Cove fixed?
A.) NBG is in receipt of your ICE Comment and have an outline of the planned steps moving forward. While we share the same concern for the Marina as you do, we have also incurred many challenges that have prevented the Marina from receiving the full investment that it needs and deserves. However, there has been some movement since your ICE comments. We are happy to report that NBG Public Works Department anticipates a contract for marina repair to be awarded by next month with a completion date of January 2025. Public Works is also designing a plan to conduct restoration and modernization of the marina, which includes installing a fixed wave attenuator and reconstruction of the operational slips. This design effort will be complete by June and, if funding is received, the contract could be awarded as early as 30 September 24. Public Works continuously holds and will continue to hold the contractor accountable for non-performance through the applicable contract mechanisms. With respect to the marina, the Contracting Officer assesses that the contractor has met the performance standards in the contract for response to routine, urgent, and emergency service calls. However, we appreciate the opportunity to reassess the performance criteria in the contract to improve service. Our staff is committed to bringing the Marina back to prominence, including hiring a skilled and qualified manager, repairing and upgrading the facilities and infrastructure, developing sailing programs, and coordinating events like fishing derbies, sailboat regattas, and kayak races. At this time, we are willing to discuss this matter further with you and the other residents if desired, but NBG will make every effort to ensure Marina residents remain continuously informed as contracts are awarded and work is executed. As with all NBG residents and personnel, the lines of communication remain open to you.
UPDATE: Marina interim repairs are scheduled to begin September 2024 with a completion of December 2024. Materials are in the process of being shipped to Guam. Items to be accomplished under this task order are to repair the far end of the Marina where Security and the Coast Guard vessels utilize the Marina. Work includes replacing bolts, timber cleats, installation of docks, and providing new vinyl dock bumpers within the slips. Repair 29 each Pile Guides with existing materials as practical. Marina repairs on the MWR side entail reinstated preventative maintenance on all docks, cleats and piles. Normal service ticket operations continue through DZSP. Monthly work status reports sent to MWR for posting and review by residents.
Q.) Does JRM have a plan for evacuation?
A.) We (JRM) are working with Andersen because they support NEO and repatriation very well – not necessarily NEO but an ordered or volunteer relocation in the event of hostilities, not natural disasters and not just military members. So we are working on that plan.
Q.) Will government employees (hospital employees) with PIV card have base access without CAC?
A.) The personnel will be looked at as staff and they will have the same access as regular hospital personnel.
Q.) Are we getting the splash pad (fixed)?
A.) Yes, should be completed by the end of the month (April).
Q.) Are we adding back a slide or rock climbing?
A.) Yes, we’re going to put up another climbing wall.
UPDATE: The rock wall is now open.
Q.) Can pool hours be expanded a bit?
A.) In June, several MWR divisions will be adjusting their hours. The pool is one of them. We are looking at extending our hours to Monday, Wednesday and Friday pool hours to 7pm. We are looking to close the 1st Monday of the Month for cleaning and maintenance.
Q.) Childcare at the gym for parents?
A.) We have had this before and there wasn’t enough usage so it was a loss of funding. We can look into it although it wouldn’t be right away and because we are funded by CNIC. We can conduct a survey to gauge the interest.
UPDATE: CYP manning cannot support and the fitness facility does not have a room designated for additional childcare. MWR Fitness provides a Family Fitness Room as a workout space specifically equipped for adult family members with young children to achieve a workout that normally would not be achieved due to fitness center standards. This space provides parents/ legal guardians the opportunity to perform effective workouts while maintaining line-of-site responsibility for their children. This Family Fitness Room is designed for families to bring their children ages 6 weeks to 6 years. (As per CNIC Fitness instruction)
Q.) Are there going to be tween hours during the summer?
A.) CNIC ended the program but they can use the school age program, they are paid services though.
Q.) Is the cross guard provided by school or security?
A.) They are provided by the school but we are working on sending Security units out around the timeframe to help with traffic and other issues.
Q.) Can we confirm us getting more than what we have for medical staff? Who’s taking priority over Guam? Should I be concerned?
A.) Guam is a priority. There is a national health care shortage as well as a military recruiting and retention shortage. We are doing all we can to fill our billets for nursing but we’re in a crunch. Overseas screening is a challenge and game time loss super difficult to get people replaced. In October our networks admiral went back to San Diego so it streamlined our access to relocate personnel to here. Summer PCS is always a challenge since almost all our providers are detach same month. We are pushing out information and you have access to care you need outside base. It is also difficult to hire civilian healthcare so we are trying to fill military billets.
Q.) Do we have enough EMT employed in case of emergency that you feel confident can save someone’s life?
A.) Yes, I’m confident in front line supporter - all firefighters are certified EMTs. The Fire Department is not shortstaffed and pursue regular recruitment of Fire and Emergencies staff.
Q.) What’s the approach to command families issue without the town hall meeting? What lines of communication?
A.) Quality of life meetings are vital. NBG has a place you can submit ICE comments and the NBG Facebook page is the primary resource to provide input. I want everyone to know that we are listening to what you have to say through various means. If you want to submit complaints OR compliments, please take advantage of the ICE system by visiting ice.disa.mil and searching for Guam. Q.) Is there a reason why CYP isn’t using all the money for sports?
A.) CNIC has had a set Youth Sports price of $60 for at least 15 years. Due to the actual costs of a sports season, CNIC offsets the cost of each season by $7,000-11,000 as parent fees do not cover everything. CYP does spend all money collected by parent fees each season, and relies on an offset from CNIC to cover the difference. CNIC and NAF have stringent policies on how and where we can spend government funds. Companies may be willing to ship to Guam but may not meet the CNIC/NAF requirements or they may not be able to turn uniforms around in the time between when registration ends and the season begins.
Q.) Why can’t greencard holders sponsor?
A.) As of two weeks ago, greencard holders can sponsor.
Q.) Is there any updates to invite family on base (without waiting a long time at the VCC?
A.) We are reviewing policies, such as trusted traveler, to find a better solution.
Q.) Is there any way to expedite a timeframe to move back onto base? Any sort of timeframe to see those type of things get approved for a 3 bedroom?
A.) 3-bedroom houses are available. As soon as it gets to my desk I’ll approve it.
Q.) Why we are not allowed to have chicken as pets …with a chicken coop?
A.) Per NAVBASEGUAMINST 11101.10, Section 3. Restrictions: (1) Exotic or non-domesticated pigs, ferrets, spiders, squirrels, bats, monkeys and domesticated farm animals such as poultry (chickens, ducks, etc) and species designated as wildlife. These pets are not authorized on NBG MFH.
UPDATE FROM NBG VETERINARIAN: Chickens, while some consider pets, are still a domesticated farm animal. Chickens require a decent amount of space to adequately scratch and feed, which causes significant damage to the grass and ground that the coup is confined to. Additionally, despite being a domesticated farm animal, chickens can be a significant source of transmittable diseases such as avian influenza and salmonella, especially to those who do not properly know how to care for the chickens. This is a risk to our dependent populations that reside within family housing. Having chickens in coups would attract more brown tree snakes and likely other wild animals such as stray dogs and wild pigs into family housing. The chicken eggs would serve as easy food source for the brown tree snakes and the confinement of the chickens. In addition, feeding of farm chicken feed would attract stray dogs and wild boars.

Q.) Fact or fiction? The CKFC "Family Room" is only for families? I find it comical that in the same month the base announces an increased capability (24 hour gym coming soon), we take away a fitness capability by removing FOUR treadmills from being utilized when all others are in use (amongst other equipment) by telling the front desk staff that only families can use the "Family Room."
Since when?!?
A.) Per CNIC Instruction 1710.3 Chapter 8 page 131 11 (c): (c) A designated fitness space may be established for patrons with young children in an area removed from or adjacent to the main fitness location.
This designed space should be divided into two areas by a partition: (1) a small area for limited cardiovascular equipment and (2) a safe play area for the children while the parent/guardian is working out in that space. Parent and child must be in this location together at all times. Patrons without children are not authorized to workout in this space.

SECURITY
Q.) Is there a reason why the back gate can’t have two-way traffic during its operational hours?
A.) In an effort to relieve morning and afternoon rush-hour traffic, beginning Monday, April 8 the NBG Main Gate and Back Gates implemented the following:
- Main Gate (Post 1) will open three inbound lanes for an additional hour from 6 a.m. to 9 a.m.
- Back Gate (Post 13) will now be open for both inbound and outbound traffic from 6 a.m. to 8 a.m. and 3 p.m. to 5 p.m.
Q.) I have one Question: Is there any plans to bring back 'Trusted Traveler Program' for NBG?
A.) The Trusted Traveler program is currently being considered for NBG. We are conducting a thorough risk assessment, to include local and AOR specific threat assessments, to determine the scope and eligibility for specific NBG sites. NBG is also exploring alternatives to Trusted Traveler program in an attempt to simplify base access while maintaining a high level of security.

Q.) What is the base doing about the theft happening? Now they are taking our stuff off our porches....next they will try and get inside.
A.) NSF has increased patrols in the areas that are affected. However, we encourage the community to take precautions and secure their high value items. Theft or suspicious activity should be reported by calling (671) 333-7326.
Q.) With families being required to stay in base housing are there any plans to revisit the trusted traveler policy?

HOUSING
Q.) When is housing going to replace the typhoon shutters they took off? They took my big lanai shutter off completely on November 7th and I have yet to be given a date of when a new one will be put up even though I call regularly. Anytime I call I just get told that a big order was made and that they’ll call me. I think five months waiting is more than a reasonable amount of time to be at the very least given a date. I have also heard there are five other house experiencing the same issue. Typhoon season officially begins at the end of next month! Any information would be greatly appreciated. Thank you.
A.) Materials were ordered with an estimated arrival date of April 19, 2024. Installation and/or replacement of shutters will commence on April 22, 2024.
Q.) What are you doing about the rent situation for civilians living on base?? Increasing rent $900-$1,200+ in two year is NOT ok!! We are grateful to be here! But when we sign a two year lease our rent should stay the same for the time period!!! Not to mention the housing staff is very unqualified!!! We constantly live in less than conditions and our rent is going up drastically every year ! This is a continuous problem and has to do with my first question about staffing the fire department. It is well known that civilians are not treated well here and is a constant problem with hiring and is absolutely the reason places like the fire department are  severely understaffed!! This dramatically affects the entire bases and all families living here!!!!
A.) The latest market survey that was conducted in September 2021 made a significant impact on the monthly rental charges, to where rent was divided into 3 increments; 1 April 2022; 1 August 2022; and 1 January 2023, this was due to the fact that the prior market survey was last conducted in December 2016 and did not reflect the current market's rent. Also included in the lease addendum was an acknowledgement that an annual CPI adjustment is to be expected on 1 March 2024, per the OMB CIRCULAR A-45 and the CNIC Desk Guide on Rents and Charges policies. Failure to properly implement this process here in Guam over the past several years has resulted in current rental rates which are not properly tied to the previous rental study; not the annual CPI adjustments as required. The result is a substantial gap between the current rent and what should be charged, which was confirmed by the rental study completed in December 2021.
In addition, civilians do not have a two year lease contract with housing and it is clearly noted in the lease addendum that "Rental and related charges are subject to change with a minimum of 40 days advanced notice."
Q.) Will the mandatory on base housing policy be revisited for accompanied personnel? In the policy’s current form, some families are unintentionally harmed and isolated from their friends and families in the community. While the original intentions behind the policy might have been good, some families face negative consequences from this one size fits all policy.

Q.) Will the mandatory on base housing policy be revisited for accompanied personnel? In the policy’s current form, some families are unintentionally harmed and isolated from their friends and families in the community. While the original intentions behind the policy might have been good, some families face negative consequences from this one size fits all policy.

HOUSING/PWO/SAFETY
Q.) I will be PCSing out soon, but for the sake of current and future residents, when will something be done about the playgrounds on base? It seems like 8/10 are roped off and the ones that aren’t are also showing signs of falling apart and being borderline unsafe. (Note: Similar question, submitted by several people)
A.) Numerous playgrounds are unsafe and do not meet playground standards, therefore they have to be isolated, and placed off-limits until repaired. In January 2021, playgrounds were taken offline as part of an upgrade plan to revitalize the parks for the safety of the children and families that utilize them. The project, awarded in January 2023, is for the replacement of three playgrounds onboard the installation: one each in the North Tipalao, Harbor View, and Lockwood Terrace neighborhoods. So far, demolition of existing playground facilities have been completed. New water fountain and benches have arrived on island and will be installed. The project is currently waiting for the manufacturer to finish fabrication of the new playground equipment and then ship them by sea to Guam. Playground equipment is currently expected to arrive in Guam in early Fall.
Q.) When will parks be rebuilt with suitable covers for the conditions on the island? Permanent covers should help the playgroups to hold up longer.
A.) All new playground builds, including the three (3) playgrounds currently under construction, will have covers installed.
Q.) What about more options for playgrounds inside?
A.) There are currently no plans for indoor playgrounds for the installation at this time.
MWR
Q.) Does NBG plan on meeting the Navy’s initiative to have a 24-hour gym?
A.) The Charles King Fitness Center (CKFC) will be implementing 24-hour entry fitness in the coming months. At present, MWR is working on installing electronic surveillance systems for safety and security. The cameras will ensure that the fitness center remains safe when utilizing the facility, which will be unattended after hours. MWR is also working on an unmanned entry system for patrons to check-in. To prevent unnecessary delays to establishing 24/7 gym access, NBG is working with JRM J9 to bring on term hires to man the gym until equipment is installed. This may allow 24/7 access earlier than end of September. This is will be a big win for our community once established.
UPDATE: The Charles King Fitness Center (CKFC) has implemented the 24/7 hour gym with man-power. MWR Fitness currently has seven new hires, pending one hire. These positions are available for one year from start date while cameras and swipe cards are installed. Once Rec Trac swipe mechanism and cameras are completely installed, the overnight hours of the facility will no longer be manned. Only 90 hours per week will be staffed in the facility per instruction. CKFC opened for 24-hour entry fitness on Aug. 4. CCTV camera install is scheduled for Sept. 23. MWR Fitness is waiting on NAVFAC to send an update on front entrance door compliance so the door lock hardware and wiring are in compliance with the Vermont Systems Rec Trac swipe card readers. For the safety of patrons, several restrictions will be implemented once the fitness center fully transitions to unstaffed. These include:
- Unsupervised patrons must be 18 years or older**
- Patrons younger than 18 must be supervised by a parent or legal guardian**
- Guests are not permitted access**
- Access to saunas, steam rooms, whirlpools, and aquatic spaces are not permitted.**
**The aforementioned policies were implemented, in accordance with CNICNOTE 6100 – Operation of Unstaffed Morale Welfare and Recreation Facilities, dated March 8, 2024**
Q.) Pickleball is the fastest growing sport, maybe even worldwide. Why are all our service members being forced to play off base when we have a multitude of unused Tennis courts on base that could be converted to Pickleball courts?
A.) MWR is in communication with the inbound Sports Coordinator and he is looking forward to starting new programs, to include the possibility of Pickleball.
UPDATE: The pickleball net has been installed next to the tennis courts and a work order to paint the line boundaries has been submitted. Once the job has been completed, the opening will be announced via NBG and MWR social media.
Q.) Is there still command representation at MWR meetings? Are there any retired reps?
A.) Command MWR meetings will be held at the end of each month. The Community Recreation Director will be emailing all CMC's of the Commands to obtain their MWR representatives. April 30th will be our first meeting to meet and greet with Command reps and share all MWR upcoming activities and gain input. An email will be sent to all Command MWR reps with details of when and where the meeting will take place.
Q.) I'd love to know if we can get some community rooms to host things like FRG meetings or even birthday parties.
A.) The Community Center located in Bldg. 1982-B will reopen in April. Under MWR, the Community Center space offers reservations for non-business activities open to individuals, commands, and private organizations. Additionally, there are several areas that are open for these types of events to include Torpedoes and Tomahawks, Clippers Landing and Top ‘o the Mar. MWR charges a fee of $25 for personal parties, ie. Birthdays, baby showers, etc. The fee includes the space, cleaning, and cleaning supplies. Interested patrons can call 671-969-2301 for more information or reservations.
The Chapel also hosts a number of non-religious organizations and events, including the various Scout groups, Mothers of Preschoolers, regular trainings sponsored by NMCRS, and various command trainings. It should be noted, that due to limited staffing, some evening, and weekend times may be unavailable, and priority is normally given to religious services and command events.
Q.) Why is MWR charging $350 to rent a water slide for 24 hours and $100 to drop it off/set it up? Is this beneficial for the families or just another way for MWR to make money? I understand making the money back for buying the slides but $350+$100=$450 to rent a slide for 24 hours is a lot of money and not realistic for a lot of families stationed here to pay.
A.) Pricing for these services is less than out in town. Fees shall be within 75 % of the local price, however we continue to review and adjust these prices accordingly so that they are feasible for our customers. The additional labor cost for drop-off and set-up is sufficient for the cost of labor and cleaning fees. The cost is beneficial to both families and MWR, as it is a means to maintain these items for the long-term, regular use by all patrons who want to avail of them.
Q.) Youth Football proceeded as scheduled and at first we were on the nicer baseball fields. However, at some point they pushed us to Samson field behind the barracks. This field is in poor condition from the grass to the dugouts. Only one bathroom works and even that has a panel that keeps popping out and potentially leaving people exposed to being seen. There are no water fountains (thankfully there are some water jugs brought for the kids from the sports team). The bathroom that does work is backing up into the grass where there is potential for kids to end up walking or playing in on accident. There’s only one game left in the season, but these are the types of issues that I think need better assessment on when normal facilities aren’t available due to repairs or upgrades. Why couldn’t the kids utilize the nicer baseball fields? Or why couldn’t we switch the seasons around and push football to the fall when the track and field are finished?
A.) Bathrooms at Samson Field have recently been repaired. MWR will continue to work to have Samson Field conditioned, before further use. The CKFC field should be ready for utilization by the end of May and we will only utilize Samson field once it is better conditioned. MWR originally had Youth Football move to Samson Field due to patrons using tents and chairs on the turf that could cause possible damage. Moving forward, if patrons need chairs on the field they must have rubber caps on the end of the legs to avoid damage to fibers. If they are setting up tents or other large structures with poles, they can secure ropes and poles with weights instead of stakes.
Q.) Any chance of getting a Tween activity center? Nothing really for them to do and it would really help?
A.) CNIC has not authorized the opening of a Tween Center. Additionally, there are rules set forth by CNIC, that those who fall in the teen category are not allowed to mix with those in school age care.
Q.) When will the splash pad at the pool be open again?
A.) Parts for repair have arrived, and the Splash Pad is expected to be repaired by the end of April.
Q.) Updates on (CDC) playgrounds?
A.) CDC playgrounds were awarded funding and they are awaiting procurement for contracting as of March 2024. In the first week of April, the Child Youth Programs Director also met with the CNIC Facilities Operations leads to begin mapping out the new playgrounds at the CDCs. Anticipate work to begin sometime in FY25.
Q.) I would like to submit my question early please. What is the plan for Sumay Cove? The facilities are critical due to lack of maintenance.
A.) Sumay Cove has a plan in place by the CNIC Inspection Facility group and also our Base NAVFAC/Public Works Department to repair and renovate our docks. We appreciate your patience and understand the urgency and need for maintenance of the marina.
Q.) “Clipper’s Landing” restaurant has an incredible view and nice location. Open hours are minimal (FRI and SAT evening maybe) and numerous menu items are normally not available. This could be a great dinner location for many, especially for Lockwood residents (walking distance). Any thoughts on increasing the quality of the food and hours open? I think many of us would support the restaurant if the food was decent, even if the prices increased.
A.) Our full menu has been available and we haven't had any items that have been unavailable since we have reopened up after Mawar. Clipper Landing closes in support of MWR-wide events, special events at TNT or Top ‘o the Mar which requires extra staff. Additional staff to Food & Beverage would be needed to maintain operational days & hours
Q.) Can we get either more show times at the Big Screen Theater for example: 6pm and 9pm on Fridays. 11am, 2pm, 6pm, and 9pm on Saturdays, and 11am, 2pm and 6pm on Sunday?
A.) Yes, we are looking at new show times and these hours are not off the table and will be considered.
Q.) Can they play more kid/family friendly movies? There hasn’t been kid friendly in a few weeks.
A.) Our movies come from Navy Motion Picture, which we have a contract with. We don’t get to choose the movies that they send unfortunately. With that being said, we do have a library of movies we can choose from that go to the ships. These movies must be shown for free. We already have plans for a fun, youth friendly summer of free cinema Sunday showings and over the summer months will be implementing free matinee Wednesdays.
Q.) Any information on pool closure due to major renovations schedule. When and for how long?
A.) That information is still pending NAVFAC and their contracts. This may take place possibly in FY25. There is ongoing discussion between NAVFAC and the contractor on the scope of work and funding. They are trying to determine removing the entire existing deck, then recoating OR just removing the damaged parts of the deck and then recoating.
UPDATE: NAVFAC anticipates March 2025.
Q.) What is the plan for transportation when full day Pre-K starts? The CDC will not be providing a bus for the students. This year, there were already many issues with the bus for the current pre-k students/parents since it is not a required service. Will a DODEA bus be provided to transport the kids to and from the CDC?
A.) We are waiting for the official guidance from CNIC as they would like all the installations that will have universal Pre-K to follow the same guidelines.
Q.) Teen Employment Program for ages 14-18. Is this something that can happen here? Japan and Italy both have this program and it has been a great summer program for them to gain experience and a little bit of spending money.
A.) Funding is available, and CYP is coordinating with the Region to execute and determine how many teens can be accommodated.
Q.) This is my 3rd overseas duty station. Italy and Japan both offer swim lessons not only in a package deal usually eight 30 minute group sessions for $60.00. Here it’s $25 per one hour private sessions. I understand that private lessons cost more but why aren’t they offering group level sessions like every other oconus duty station at the same price?
A.) We are currently working on offering summer swim lessons that will reflect more of the stateside feel. We have three Water Swim Instructors on staff, but we are working to certify more before summer in hopes that we can offer more group swim lessons. Every base may vary on how they conduct swim lessons, but we understand your frustrations of not having the group lessons.
Q.) Pool hours are also not suitable for everyone. School age children who attend regular school hours are not able to use the pool after school if they ride the bus home. I have never seen a pool close before 1600-1700. Especially in a place that has summer weather all year.
A.) In June, several MWR divisions will be adjusting their hours. The pool is one of them. We are looking at extending our hours to Monday, Wednesday and Friday pool hours to 7pm. We are looking to close the 1st Monday of the Month for cleaning and maintenance.
PWO/MWR

Q.) Is there a possibility for NBG to once again provide a dedicated space for the scouts? In January 2022, the previous CO chose to rescind utilization of specific base housing for use as meeting space for both Girl Scouts and Boy Scouts citing the “responsibility to maximize family housing utilization for our military community” by not amending the license to extend the expiration date for use of the subject properties. More than two years later, those houses have sat unoccupied and unimproved.
A.) Scouts may be supported as a non-federal entity consistent with installation mission requirements, security constraints and existing resources, as determined by the CO IAW CNICINST 11000.1A FACILITIES AND REAL ESTATE GUIDANCE FOR NON-FEDERAL ENTITIES ON NAVY INSTALLATIONS. There are no MOUs, MOAs or instructions that require specific support to the Scouts. However, IAW 10 USC 2606 the installation may cooperate with and assist qualified scouting organizations in establishing and providing facilities and services for members of the armed forces and their dependents, and civilian employees of the Department of Defense and their dependents. Space on a non-exclusive basis for scouting organization is available at the NBG Chapel. Recommend the scouting organization also explore space with applicable DoDEA points of contact.
The two units that were temporarily diverted for the scouts used were in an inactive status at the time. These homes are currently active and vacant. Unfortunately, we are unable to provide homes for other usage as we expect an influx of service members and their families soon.
VET
Q.) When is our base vet clinic going to reopen? Andersen is only taking appointments for those PCSing.
A.) The Boller Veterinary Treatment Facility (VTF) will remain temporarily closed tentatively till the end of July 2024. The temporary closure of Boller VTF was due to the HVAC renovations, resulting from damage caused by Typhoon Mawar. Due to the renovations, all Boller VTF operations were moved to Andersen VTF. While those renovations are scheduled to be completed in April, there will be unexpected early departure of two of the three in Army military veterinarians that work between Boller and Andersen VTF's in the beginning of May. To maximize personnel resources, veterinary services will remain at Andersen VTF, which is structurally and fully operational. An additional veterinarian is expected to arrive in August 2024 which is when we anticipate reopening of the Boller VTF. As our staffing situation changes, Boller VTF may open sooner. We appreciate everyone's patience as we navigate the building limitations and staffing shortage while continuing to provide access to care.
NEX
Q.) Will NEX discontinue the use of plastic bags?
A.) No, we have no plans to stop at this time.
Q.) We’re wondering if there are more details regarding the Apra mini-mart closure in September. It’s truly a gift to be able to access it. It was especially essential in the immediate aftermath of the typhoon when most of us were off the roads and most stores were closed. Are there plans to have supplies available in Apra during the closure- particularly in extreme situations like typhoons, etc.?
A.) The project has moved to the right from September, and we will update the community with more details in the coming months. Unfortunately, after some consideration and working the numbers the establishment of a temporary store is not cost effective and will cost too much to build. Additionally, the area is also very limited in space.
Q.) Are there any plans to build a new gas station on base or near the Housing areas?
A.) No.
Q.) Gas station would be helpful at Apra as well as a gas station and a mini mart on the magazine. Even a micro mart like they recently opened at Camp Covington on the magazine would be helpful. Are there any plans to open any other micro marts?
A.) Yes. NEX will be working on plans to open a Micro Mart at the NEX Laundry Mat. We are waiting on Space Assignment Request (SAR) approval to move forward at Barracks 11. NAVMAG is on our radar but we are waiting for future building renovations to be completed.
UPDATE: The Laundromat Micro Mart is scheduled to open October 2024.
Q.) Will the Navy gateway inn ever get additional buildings or rooms since they are constantly booked?
A.) The NEXCOM Hospitality Group (NHG) is in the process of developing several courses of action in response increased use and to aid in availability. As plans are finalized, NHG will communicate them through base leadership to the various commands.
Q.) Washers and dryers at the laundry mat are hit and miss for which are in operation. Will they just continue to be out of order?
A.) We have parts on order for the six out-of-order units. We are working on a project to completely upgrade the laundromat in the near future.
UPDATE: Updating the Laundromat is a priority for NEX. At this time it is still going through the project development process. NEX is looking into new washing machines, new dryers, a full remodel, and the addition of air conditioning.
Q.) Update for the food court at the NEX to be open? Bug free I hope.
A.) Currently, Panda Express, Oki-Zushi, and Infusion are the only vendors open, along with food truck support. Our plan is to have Raising Canes open by the end of July 2024. The other three vendors are out for solicitation. More to follow. All will be bug free!

Q.) Adding to the navy gateway. The PCS suites are on the third floor and there’s no elevator?! We got here with seven bags, a baby, a stroller, and I was pregnant. It was a disaster and I know people show up with much more stuff than that sometimes.
A.) Unfortunately there is no elevator in building 2000, however we do provide one-story and two-story houses at Harbor View for TDY, as well as PCS families based on availability. Our staff have been briefed to try to keep families in the Harbor View houses, and single travelers in the 2nd and 3rd story buildings.
Q.) Families with pets are being given very poor living conditions upon entrance and exit of the island. Garden Villa is completely disgusting and unacceptable. Families without pets have an entire island of nice hotels that offer government rates. My question: Why can't we make the NGIS hotels and homes for incoming and outgoing families with pets, and book families without pets into nice island hotels like the Westin, PIC, and LeoPalace? It seems ridiculous to have the facilities on base to accommodate families with pets and make most of the rooms not pet friendly, while also booking the pet families into area dumps filled with crime and filthy living conditions.
A.) NGIS reservations are on a first come, first serve basis with regard to availability. Certificates of Non-availability are issued when there is no room availability at NGIS locations.
NGIS Naval Base Guam has submitted a request for an additional 12 pet-friendly houses in Harbor View to bring the total to 27 pet-friendly houses.
COMMISSARY
Q.) When is the commissary going to be made to the size and scale of the San Diego location?
A.) Local commissary management has identified the need for expansion of the store to support mission growth, and has engaged DeCA leadership for project programming. Naval Base Guam leadership continues to advocate for and supports expedient programming of DeCA funding required to support store expansion.
Q.) With proper storage for incoming shipments to be held on site? With a military build-up, retirees, contractors, ships that pull in regularly due to known exercises, MWR and USO on top of the people stationed here - it's clear the commissary doesn't have the capacity to utilize at the current size.
A.) DeCA has identified requirements to expand existing cold and dry storage facilities. Needed expansion requires Military Construction funding authorized by Congress and signed into law by the President. Naval Base Guam and Joint Region Marians leadership continue to advocate up via Navy leadership for programming of Military Construction to meet this need.
Q.) What are plans to make the commissary actually accommodate the current need or future need. As well as the warehouse to stock? Not just stocked but with food that is not spoiled, expired, or infested.
A.) DeCA has a pilot program underway. Direct store delivery for the chill section of the store. This is allowing an average shelf life extension of two weeks on some products. DeCA works hand in hand with the Military Food Inspectors to ensure that patrons receive a wholesome product.
Q.) Will Commissary be selling cold bags since plastic pages have been taken away?
A.) DeCA is working with industry partners to offer a larger selection of reusable bags. Cold item bags are sold at the Commissary but sell out quickly.
UPDATE FOR OROTE COMMISARY: Commissary reset has been postponed until the second quarter of FY25. Stock optimization is currently underway to ensure that stock is as lean and beneficial as possible for a streamlined and shopper-friendly store experience. About a month ago, the Commissary started the roll out of new products from all categories in the store. The roll out is ongoing, but so far more than 1,000 new items have hit the shelves. This is not the final assortment, as the HQ team is aggressively working the assortment of products.
NEX/COMMISSARY
Q.) Why are there only two parking spots for expecting mothers in both the commissary and NEX parking lots?
A.) The NEX and commissary will look into whether additional parking is required.
NAVAL HOSPITAL/CLINIC
Q.) What is the plan for bringing the APPROPRIATE and SAFE number of medical providers and staff to our hospital and clinics? Or does the military not have them to draw from at all? Should our families be concerned?
A.) The Defense Health Agency (DHA) and Navy are facing similar challenges to the civilian community with a shortage of healthcare providers. This year has brought some unique challenges with some unexpected staffing losses. We are confident that we will right size when replacements arrive this summer. We continue to leverage our entire staff to meet the needs of our patients. The command leadership articulates and advocates for the staffing needs to support our active duty and beneficiary population.
Q.) When will medical staffing reflect the current demand? I shouldn't have to go to the ER for a follow up exam. The new online platform is only making the health care situation here worse.
A.) The leadership recognizes the challenge with scheduling appointments of all types, including ED follow ups. We are working diligently to maximize all available resources to support demand. Though the implementation of a new Electronic Health Record is a complicated process, this will ultimately make us more efficient and enable us to provide safer patient care. The command has adapted well and will continue do our best to meet the needs or our patients.
Q.) What is the plan regarding getting medical providers for branch clinic? Being able to schedule routine prenatal appointments has been very difficult, if they are even available at all.
A.) We were faced with multiple unplanned personnel losses this year, most from the primary care service line. Staffing is set to normalize toward the end of the summer.
Q.) Why does it take two hours to wait for blood draws or labs? I had a five minute appointment, but waited 2 hours just for my blood to be drawn. I noticed there was only ONE person in the lab drawing blood and there was only room enough for one person to do this? Wasn’t the clinic intended to expand services? Shouldn’t more resources/manpower be allocated to this facility?
A.) Though the new clinic brought increased space it did not necessarily bring more staff. The Navy overall is facing a recruiting and retention shortage. We are doing our best to allocate resources to meet demand and ensure high-quality care.
NAVSUP/FLCY
Q.) When is the base going to get a bigger post office?
A.) The base is scheduled to receive a bigger post office as part of a comprehensive plan by NAVSUP, which has submitted a Program Objective Memorandum (POM) to OPNAV, including funds for the renovation of Building SB1 and additional employees. The renovation will involve structural modifications such as installing mail receptacles, conveyor systems, and shelving to accommodate increased mail volumes, as well as additional retail services counters and lobby space. These improvements aim to enhance postal services on Naval Base Guam, enabling access to online retailers like Amazon and reducing shipping costs. While the FPO conversion is pending finalization, the project is slated for FY25 Q3, subject to funding availability.

Q.) When will we (Navy families) be able to call SATO our self like AF and confirm our own spots for animals?
A.) You can call Transportation Management Company (TMC) or Scheduled Air Transportation Office (SATO) at 1-855-744-4656 choose option 3 and then option 2.
Q.) There is a lot of mixed information floating around about pet travel, number of flights, and more. What is the most up to date information?
A.) There are two AMC flights a month, with an exception for the month of May – which is only allocated one flight a month.
For pet information, please see the AMC Pet Brochure. Also, be advised that the schedule is published on the same link provided (90-Day projection schedule) and can be accessed via NAVPTO. Pet space is limited and is shared among all DoD components on the island of Guam. Therefore, we highly recommend booking flights as soon as possible via NAVPTO to ensure there is space. Be advised, all families are limited to two pets.
Q.) What is the process to pass the correct information to commands to ensure our families are not the ones being negatively impacted when the proper information is not received?
A.) Service members may submit PCS transportation requests as early as 120 days out. As long as there are no discrepancies on the PCS transportation package, this should be processed accordingly.
Q.) How can the flow of communication from Patriot’s Express (PE) to tenant commands be improved going forward?
A.) In order to improve communication between AMC and tenant commands, we will be advertising with PA for tenant commands and promote our AMC Passenger Terminal Page, which is consistently updated with accurate and current information. The link is:

Q.) To expand on NAVPTO, some of the load is being outsourced to other areas. Service members are not always notified where/who is supporting them. How are we helping service members with the process? What is the command responsibility? Many are leaving the service and members are to fend for themselves with minimal information, whether that is intended or not, I am unsure, however, this creates a big negative impact on our service members and their families. How can we improve this process across all commands if additional staff is not available to support NAVPTO?
A.) The CPPAs are responsible for all cases submitted in Salesforce. They should be able to access Salesforce anytime and utilize the feed anytime when the service member has a concern or inquiry. There is a purpose for CPPAs. If they cannot get assistance from their CPPAs, they should discuss this with their CoC. The CPPA should be addressing any concerns a service member may have. This can be communicated directly to the NAVPTO handling the case, via feed of the Salesforce case.

Q.) Can the PE experience be drastically improved? Arriving hours early to wait in trailers or a bare-minimal terminal, portapotties, the process of shipping pets, significant delays, a rundown and filthy plane – there are just a few of the issues and it makes traveling even more stressful. I know we contract out this service, to an extent, but it does not seem acceptable to put our military families through this.
A.) While we understand that this is a stressful process, due to Typhoon Mawar the passenger terminal had to relocate to a temporary facility. We are constantly working to improve what we can and to make the experience as comfortable for our passengers as possible. For the arrival and cut off times, it is AMC policy for all outbound passengers to arrive at the posted times.

Q.) Why are speech services not linked to the school?
A.) Speech and language therapy is provided in the Guam DoDEA schools for students (ages 3-21) who are eligible for special education services. If a student enrolls in the schools here on Guam with an active Individualized Education Program (IEP), the special education team will contact the parents so these services can be implemented as soon as possible. If a student receives private speech and language services and enrolls in the schools without an IEP, eligibility for special education would need to be determined before speech services can be provided by the school.
DoDEA is responsible for locating, identifying, assessing and evaluating all school age students (ages 3-21) with suspected disabilities. This identification process - Child Find -- is conducted at all DoDEA schools. If parents have concerns about their child's learning, social, and/or communication skills and development, it is recommended that they contact their local school. The special education department can assist with the referral process to determine if the student qualifies for special education services.
Q.) Why are geobachelor active-duty dependents being waitlisted or denied from allowing their students to attend DoDEA Schools. I was stationed overseas in Japan, and my children who had already been attending DoDEA schools were not able to renew into the school year after my unaccompanied transfer from Guam to Japan. Why were they denied this right? Why are they competing for spots amongst other non-DoD civilians (FBI, DEA, FAA)? This is unfair and a disservice to service members and their dependents.
A.) Enrollment and eligibility for students to attend DoDEA schools is based on government issued orders to a permanent duty station (PDS) and the funding that supports those orders. A military connection (active duty or retired) is not an automatic qualification for a family to attend a DoDEA school. All families enrolled at a DoDEA school fall into two categories: space-required and space-available. For military-connected families to be space-required, the service members' funded orders to the PDS must include the family members' names. Addressing the issues brought up by the concerned parent, the service member's unaccompanied orders to Japan does not provide funding for the service member's dependents to attend DoDEA schools in Japan or Guam. The family's choice to remain on Guam while the service member executes the unaccompanied orders to Japan means that the service member's family is remaining on Guam on unsponsored, unfunded orders. Therefore, the military dependents no longer qualify for space-required enrollment. The change from space-required to space-available is due to the lack of accompanied government funding to Guam (PDS). The DoDEA Administrative Instruction (AI) 1344.01 provides guidance on who qualifies for space-required and space-available enrollment in DoDEA schools.
Per DoDEA AI 1344.01, Paragraph 5.1.a., the dependent students of members of the U.S. Armed Forces serving on active duty, stationed or home-ported on Guam or Puerto Rico, residing on or off a military installation served by DoDEA are eligible for space-required enrollment. Eligibility is based upon the permanent duty station (PDS) to which the military sponsor is assigned by official orders. The Director of Student Excellence, Ms. Rapp, can make exceptions to this policy, pending space available in the school. Per DoDEA AI 1344.01, paragraph 5.1.f. dependent students of members of the U.S. Armed Forces serving on active duty residing on or off the military installation served by DoDEA schools under a designated place move, whose sponsor is assigned to a remote location or is assigned to an unaccompanied tour of duty as authorized by the member's orders. Space-available requests are reviewed to ensure that there are sufficient educational resources, physical space, manpower, related services, supplies, materials, and equipment for each student requesting enrollment into a DoDEA School. If there is no undue burden to the school, space-available requests will be approved.Regarding the point that the concerned parent brings up about non-DoD (FBI, DEA, and FAA) entities, these non-DoD entities are considered space-required and are on Guam with government-funded PDS orders.

Q.) Update on fixing the lights at the track at Guam high school.
A.) The field lights were damaged during the Typhoon. A work order was submitted after the Typhoon. Requested revalidation of cost estimate and routing to NAVFAC for issuance of funds request.
They are currently unfunded and DoDEA has intentions to fund in May of 2024. Approximately 45 stadium lights will be installed by the next school year.
UPDATE: A new cost estimate is being conducted for DoDEA review and DoDEA Facilities is aware and tracking the estimate.

Q.) Will the military ever move two vehicles here or leaving here? Paying out of pocket to move a second vehicle isn't always in the cards for everyone one and Guam secondhand vehicles are not known for being reliable.
A.) The request has been conveyed up the chain of command, and is subject to OSD approval.

Q.) Will NBG consider implementing RDO (Regular Day Off) for civilian employees, similar to what NAVFAC currently offers? This will help increase efficiency, improve quality of life, and boost morale.
A.) These schedules are a privilege and supervisors can approve, deny or cancel requests for Alternate Work Schedules (AWS) or Flexible Work Schedule (FWS) based upon performance and/or mission requirements. The AWS Program permits full-time employees to meet the bi-weekly 80-hour requirement by increasing the number of hours in a workday. AWS is not applicable to firefighters with a regular tour of duty in excess of a basic 40-hour work week. Supervisors have the responsibility to ensure adequate coverage is provided to meet operational needs and have the authority to disapprove an employee’s preferred schedule if adversely impacting the mission. Under certain FWS, an employee may vary his/her work hours on any given workday within the tour of duty, without taking leave or being paid overtime/compensatory time, given the basic bi-weekly 80-hour work requirement is met.
Q.) How many hours per week are civilian employees granted for wellness/fitness activities? Are there any forms that we need to fill out to register for this program?
A.) Yes, fitness is written into the policy. Employees cannot use duty hours for exercise/fitness activities. Only non-duty hours (lunch break) are authorized. OPM does allow flexibilities here, but that authority is delegated down to the JRM policy, which does not include flexibilities, i.e., some places allow employees to exercise during duty hours for no more than 1 hour, 3 times per week (must not impact mission.). There are many wellness programs, classes, seminars, and reading materials that employees are strongly encouraged to participate in and much of this information is sent to personnel via email.
Q.) Is there anything being done to help improve the availability of jobs on base for spouses? We are newer to island, but I hear this is a BIG issue.
A.) All Appropriated Fund (GS) jobs on Guam that are listed on USAJOBS are part of the DoD Military Spouse Preference Program (MSPP). In accordance with Executive Order 13473, spousal preference is a hiring authority that opens the door to federal employment for spouses who may not otherwise qualify via means such as, veteran's preference, substituting education for experience, VEOA, etc. There is not a place where spouses can drop of their resumes per se, but there are occasional job fairs, including the upcoming one at UOG, and there are also a few links where they can search and apply for jobs.

The bottom line is, there are policies in place to support military spouses and their efforts to find employment. However, spouses must understand the MSPP policy along with the application and qualification requirements, and then they have to actually apply for the jobs. At the end of the day, being a military spouse does not guarantee employment nor provide hiring preference, but it does ensure that qualified spouses are evaluated and considered for all available openings for which they have applied.
FIRE AND EMERGENCY SERVICES
Q.) What is being done about hiring paramedics so that our base always has one at every station! Fire department is very understaffed and sometimes has to run as BLS. 30 min arrival time in case of emergency is not ok!
A.) JRM F&ES is not understaffed. However, we have been in the recruitment phase for additional Firefighter-Paramedics with advertisements through USAJobs. Additionally, our Scope of Services requires Firefighter-Paramedics at certain stations and not all Fire Stations. As an advantageous aspect of our emergency response posture, all of our frontline firefighters are certified Emergency Medical Technicians.
