NBG Track Update: New Construction Contract Awarded for CKFC Track Repairs

NAVAL BASE GUAM (Aug. 29, 2023) – A $4.9 million contract was awarded to Chugach Consolidated Solutions LLC to repair and replace the Charles King Fitness Center’s (CKFC) running track and scoreboard onboard U.S. Naval Base Guam (NBG).

The scope of work includes removal of existing track, repair of the aggregate base course and drainage, new asphalt pavement, a new synthetic surfacing system, and a new electronic wireless LED scoreboard.  Additionally, the contractor will use a certified synthetic track manufacture representative to ensure drainage, installation, and material are appropriate for Guam's environment.
 
The track closed in January 2021, following a safety inspection that deemed the track unsafe due to numerous large bubbles on the running surface that posed tripping hazards. After several delays, the contract was re-awarded in August 2023.
 
Contractors will begin repairs between December 2023 and January 2024. The track remains closed and for safety reasons, the surrounding area including the field will close for the duration of the construction. The community will receive ample notice prior to the start of repairs.
 
The new contract added requirements for aggregate base repair and installation of a new asphalt surface to mitigate the drainage problem that caused the bubbles. Additionally, the contract now includes certified inspectors in order to attain Buy American Act compliant track material, required by Federal Law.
 
While the track is closed, avid runners and walkers may utilize the scenic route on Sumay Cove Marina Circle near Clipper’s Point, and the road leading to San Luis Beach.
 
The Orote Point Airfield is also a safe alternative for runners and walkers. The airstrip is permitted for use during daylight hours, as long as flight or training operations are not being conducted. Additionally, CKFC offers an array of cardio equipment for active recovery including assault bikes, rowers, Ski-Ergs, Self-Powered Drive treadmills and more.
 
The NBG Safety Office encourages all joggers and walkers to be safe while exercising outdoors with the following safety tips and policies:
- Run during daylight hours, if possible.
- After sunset, runners must wear reflective clothing or luminescent devices on the installation.
- Stay on the sidewalk or shoulder of a road, if possible.
- Run facing oncoming cars.
- Always yield to vehicles at intersections.
- Obey all traffic rules and signals.
- Dress for the weather and stay hydrated.
- Runners shall not wear headphones while jogging on the installation, unless on a running path or sidewalk.
