NBG’s FFSC Prepares Service Members and Families with Financial Readiness

NAVAL BASE GUAM (Jan. 13, 2026) – Financial counselors with U.S. Naval Base Guam’s Fleet and Family Support Center (FFSC) encourage service members and their families to take advantage of the organization’s education resources, including financial counseling sessions and personal finance classes.

FFSC’s Personal Financial Management (PFM) program is just one of the many services FFSC offers and is designed to reinforce financial responsibility and enable service members and families in making informed financial decisions and ensure fiscal readiness.
“Managing personal finances is a critical concern for families, and can be challenging for military families who are often faced with unique challenges like Permanent Change of Station (PCS),” said FFSC Installation Program Director Valera Young. “Financial stress can lead to serious personal and professional consequences affecting both individual well-being and overall operational readiness and we want to ensure that our service members and families do well and are able to navigate through some of these aspects.”
One of FFSC’s goals is ensuring service members and their families remain financially stable all throughout their military careers and are prepared for their lives after.
“Addressing these challenges through financial education, budgeting strategies and available support programs is essential to maintaining stability for service members and their families,” Young said.
Command Financial Specialists (CFS) embedded within commands and certified PFM within FFSC, can help service members and families achieve financial readiness.
“Personal Financial Managers (PFMs) offer unbiased financial counseling to service members and their families, regardless of service branch, affiliation, and location,” Young said. “Their goal is to help individuals develop the skills and strategies needed to set financial goals, manage debt, build savings, and maintain long-term financial stability.
The FFSC PFM program offers classes throughout the year that cover various financial topics including developing a spending plan, making financially responsible consumer decisions, saving and investing with short and long term goals, and credit and debt management:

- Your Insurance Needs
- Planning for Retirement
- Home Buying Workshop
- Credit Management
- Million Dollar Sailor
The PFM FFSC classes are offered to service members and active duty, retiree, and reserve families, and Department of Defense personnel.
